Hope you found one by now. It sounds like Chalk Pastels, which are a type of clay chalk, which you can blend colors on the paper.Then spray with a fixative like hair spray so they don't smudge. If they were paints maybe acrylics or tempera, which are water clean-up, and dry quickly. Oil Pastels are an oily paste stick; slightly like a crayon for use,but can be blended on the paper with a tool, nub, finger, paper towel. You can use a paintbrush with paint thinner to dilute whats on the paper into a wash. Good Hunting

The best places I know of are Hobby Lobby or Micheal's. These are both craft stores and you might be able to find them online. The only other place that I have seen a kit like what you want is on the web site for ABC Distributors.
I hope this helps some. Also look for a craft store in your area.
